What is board and lodging with special services?
It is a licensed boarding or lodging house that also provides "supportive services" or "health supervision services" and is registered with the Minnesota Department of Health to do so. Supportive services means supervision and minimal help with independent living: social and recreational opportunities, transportation, arranging appointments and medical and social services, and medication reminders. Health supervision adds help preparing and taking medications other than injectables, therapeutic diets, taking vital signs, and help with dressing, grooming, bathing, or walking devices.

How is it different from assisted living or adult foster care?
The support is lighter. By statute a board and lodging home may not admit or keep a resident who needs staff help with bowel incontinence, catheter care, injectable medications, wound care, or dressing changes, or who needs more than supportive services or health supervision. A home may offer health supervision only if a licensed nurse is on site at least four hours a week. A resident may still bring in their own licensed home care agency. If someone needs more hands-on care than this, look at assisted living or adult foster care instead.

Who oversees these homes, and how do I check one?
Two credentials are involved. The home must first hold a board and lodging (or lodging) establishment license, and it then registers with the Minnesota Department of Health to provide special services. How is board and lodging with special services paid for?
Minnesota's Housing Support program (formerly Group Residential Housing), run through your county, can pay for room and board, and some residents pay privately. Housing Support pays a room-and-board rate, and where the home is licensed or registered by the Department of Health, the county can also negotiate a separate supplementary rate for services. Not every home or bed has a supplementary rate, so ask the home and your county worker which one applies. A home is barred from a supplementary rate if it does not encourage sobriety on its premises.
